Multi-State Rebate Pooling/Sovereign States Drug Consortium (SSDC)

Delivering on our commitment to empower state Medicaid clients, GHS helped introduce the Sovereign States Drug Consortium (SSDC) – a program that allows participating states to pool their prescription utilization numbers to obtain more and greater Supplemental Rebates from pharmaceutical manufacturers. By participating in this Medicaid Pharmaceutical Purchasing Pool, state Medicaid programs save money without reducing quality of care.

SSDC member states have complete access to all offers at all times, and they are active members in the joint review of offers and Preferred Drug List (PDL) design. As the private sector manager of the SSDC, GHS ensures that 100 percent of all supplemental rebate revenues are returned to the member states. We also receive copies of payments, balance accounts, and dispute resolution.

States with or without a PDL may participate, as well as those that have not used supplemental rebates in the past. The more states that participate, the more savings realized. Here’s a list of our current SSDC states for the 2009 rebate year:
