Timothy Clifford, M.D., Medical Director

Dr. Clifford is the full-time physician serving as Medical Director of GHS. In this role, he focuses on Drug Utilization Review, Prior Authorization, Preferred Drug List, Supplemental Rebate, generic pricing, and clinical consultation. He is also the lead negotiator for the Maine and Iowa Preferred Drug Lists and for the Sovereign States Drug Consortium. He offers more than 20 years as a physician.

Before joining GHS, and in addition to private practice, Dr. Clifford served as Medical Director for Maine’s Bureau of Medical Service. While at the Department, he was the chief clinical consultant for the Medicaid program. He also acquired broad systems experience by serving on the CMS Quality Technical Advisory Group and the NCQA HEDIS Fee-For Service work Group. His tenure at BMS allowed him to develop an understanding for and keen insight into state-sponsored health care programs.

While in that position, he also chaired the Drug Utilization Review Committee and the Pharmacy Advisory Group. He designed and implemented the Physicians Directive Drug Initiative and was instrumental in the design and operation of the Healthy Maine Prescription Program and Maine RX.

Dr. Clifford is an active member of the American Association of Family Practice and the Maine Medical Association. He still practices Family Medicine, part-time, at Bucksport Regional Health Center. He is board certified by the American Academy of Family Physicians and a graduate of Boston College, Tufts University School of Medicine, and the Maine–Dartmouth Family Practice Residency Program.
